It's alike the Mobile phone rule Mam, there are enough cameras on the motorways to catch these cars with no lights on, I should have said Motorways.
As Mamya says,
" . . . no person shall use, or cause or permit to be used, on a road a vehicle which is fitted with obligatory dipped-beam headlamps unless every such lamp is kept lit . . . in seriously reduced visibility"
[s25(1), Road Vehicles Lighting Regulations 1989]

http://www.legislation.gov.uk/uksi/1989/1796/regulation/25/made
You're really saying that people aren't caught enough then?
Question Author
Yes Mam, the law does not seem to be enforced.
Understood.

/// Should it become Law ///
says he didn't know there was already a Regulation in place.

/// the law does not seem to be enforced ///
suggests he is now ignoring the OP
A large part of the problem is auto headlights. They don't come on in fog etc and people just assume they do. Too many automatic things on the cars of today. You can still be prosecuted for incorrect use of lights or not using them when conditions dictate.

How tall are you TWR, you seem to have mastered being high and mighty with your frequent judgemental posts.
