thank you; that seems incredible
I rode pillion from when I was very little maybe 3,4,5 certainly no older than 5 I don't think.
I remember being about 6 and riding in front of my uncle, sitting between him and the tank on his Bonneville - no helmets in those days either ...
The common sense answer (rather than law) would surely be "It depends on the bike and where/how it is ridden)

A 50cc Honda C50 going down the corner shop for instance would be safer than a ZZ1400 doing a ton down the A35.
