How This Pay For Parking Fines Without Ticket?

I parked up at the city and my passenger said it was free after 6pm. So when we returned I noticed a parking fine ticket plastic bag was still on the windscreen. The actual ticket was removed by someone. I then checked the signage on the lamp post nearby and says free after 8pm.

So I am trying to pay for the fine within the 14 days . But without the ticket reference number I can't pay on line.
Could I phone the council and make payment without the reference number?
Obviously I don't want the council to issue a fine letter an+ a debt collector to turn up.
This is my first ticket in my 30 years of driving. Lesson learned, never listen to a passenger.

They must have your reg number. Try using that.

I may be able to identify you, if you give them your car registration number. The warden would have to give a copy of the ticket to the relevant council dept I should think.

I would contact that council and just tell them that you have received a Fixed Penalty ticket bag which has no reference to your vehicle. It is possible it could simply be a bag which another motorist has dumped on you. Don't offer to pay until they explain, and request payment.

It's Derby council. I don't really know the area as I was visiting my friends for a Christmas meal. This proves to be an expensive meal and more hassle than its worth.

The ticket mush have been issued to me, since I am in the wrong. I was there parked up at 6.10pm and the sign on the post says free parking after 8pm.

Who ever removed the ticket is heartless, it would have cost me more to pay when the council issue the letter to me.

I was hoping that the Derby City Council website might have information to cover your question but, alas, it does not. Try a phone call to 0345 600 1982. If that turns out to be an automated payment service though (which you can't use), call 01332 640000 instead.

As Dave has said though, it might turn out that some mischievous person has simply attached an empty ticket bag, that they'd found on the pavement, to your windscreen. (Let's be honest. If I found such a bag, and there was a car parked where it shouldn't be, it's probably what I'd do!)

The good news is that the fee could be less than you think but best to check with them tomorrow. From their website:

If you are seen to be parking in a contravention, you will be issued a Penalty Charge Notice (PCN) by one of our Civil Enforcement Officers.

Please note that the following charges apply for a PCN:

Higher level contraventions are £70, reduced to £35 if paid within 14 days of the PCN being served.

Lower’ level contraventions are £50, reduced to £25, if paid within 14 days of the PCN being served.

I was parked on the road with the marked lines for parking. I wasn't parked on a double yellow line or anything like that. So I guess this is the lower payment then.

Just phoned the council this morning and gave the car reg, no details were found. I was told to ring back again on Monday. Can't imagine the warden haven't upload the penalty data.

Hi sorry for the late reg to the outcome.

I did get the fine. I paid up on the following Monday.
It seems that the traffic warden haven't upload the data on the day. So it's not real time.

So we know this now..
