Millions would complain if there having to prove there address with bank or utility statements when they register a car or change address. People like the convenience of online and wouldn't want to after go to a post office or dvla office with paperwork.
All can think is whenever an address is given dvla should send a letter there which you after sign and return to confirm its really yours. But maybe a slegdehammer to cracked a nut?

If you have a car with a keyless starter, Range Rover, Jaguar etc. Thieves now have gadget with which they come to your front door (as you sleep) & can activate your device you left near the door in the hallway which will allow them to enter your car & drive away.

Khandro, you don't have to be asleep for the thieves to do that :) It's a very well publicised crime and easily stopped by storing the car keys safely. I can't imagine that any owner of a keyless car is not aware of it.
It's not enough to keep the keys away from the house door - the keys transmit a signal over a distance which thieves pick up with a relay. A simple tin box or faraday pouch will stop it.
