It makes the engine behave has though it were larger by packing more fuel and air into it; thus a 2 liter engine may act like a 3 liter engine, depending on the "boost" that it receives.
The drawback is that there are more moving, and expensive, parts to deal with. Also, I doubt that it does much good for fuel economy/efficiency, or tire wear.
The hell with it though; if I had my choice I would go for the kompressor, in a heart beat. :)
