I know someone thats had a provisional driving licence for years surley i would of thought that after so long you should have to pass a written test

Provisional licence lasts 10 years but they must pass the theory within 2 years.

apologies that's wrong, you have to pass a practical within 2 years of a theory so that means that you have up to 10 years to do both I guess.

Not that it can happen much, because folk tend to give up after a bit, but don't you just apply for another 10 year provisional licence ?
