What makes it especially for a lady?

depends on the bus lane, times of operation, what can use it etc etc. They vary.

No, but a lot of bus lanes aren't operational 24/7.  My local bus lane is only a bus lane between 7am and 7pm Monday to Friday.  Any vehicle can use it outside of those hours.
