Based on this, I’d expect dealers to be insisting on multiple forms of ID before letting customers drive away with their car.

Edd did not work for nothing and he was a full on diva, which is why he can't get any TV work.

Mike would be nothing without his wife, she's the brains and the puppet master.

He got scammed by someone buying the car remotely – providing a scan of a fake drivers licence (cloned) and fake credit card details (matching the fake/cloned licence details).

He seems to be complaining that the bank gave the money back to the guy who was innocently charged by the scammer. 

Well of course they would, and should.

He is arguing that Barclays should cover the loss and let his business keep the money as well as refunding the money to the Barclays account holder.

A few years ago there was a bit of a scandal if I remember rightly.

The cars weren't sold on the show (fake buyers) but were sold through a car dealer in London.
