You need some metal filler, paint and lacquer all available from Halfords. Plus wet and dry rubbing paper and white spirit or brake cleaner.
You rub down and clean the wheels where the scuffs are and apply the filler (mixed like body filler) in thin layers. Then you rub it down, paint it, rub it down again then spray a coat or two of lacquer.
Problem is, you must wait after each stage for the filler to dry, then for the paint to dry then for the lacquer to dry. I rushed it and ended up with a few finger marks after putting wheels back that were not quite dry. But I will have another go when the weather is warmer and it is cheaper than the �50 a wheel I was quoted by a wheel and tyre company.
