make sure the correct ammount/weight of fork oil is used, to much can make the seal blow.

another alternative is contamination......
could be that you have dirt/grit within the forks or oil. give the legs a full strip down and clean all parts in paraffin.
also check for any play in the forks, between the upper and lower sections. if the bike is used off road, there could be some excessive wear in the bushes.
