Missed opportunity Budget road tax

Ok so there are now a couple of cars that are tax exempt, anyone know what they are? Anyway why didn't Gordon take the opportunity to make motorbikes tax exempt? say up to 250cc for example, surely they would love to get more people out of cars on to bikes, which take up less road space, I just think this would have been one way to prise people out of their slow moving boxes.

It wouldn't be every car would it and it'd create a lot more space, which means more people transported quicker on the same amount of road, imagine all those empty seats not being transported.
