It is possible to get the registered owners details from theDVLA, You must have a good reason for this.
Hit and run driver etc, I am not sure how you prove your application to dvla though and whether you have to report to the police
As kempie said, criminals have found a way, they spot a car somewhere they wish to steal, note the no plate then ask DVLA for the owners address, then go and steal the car by breaking into the house and taking the keys!
Private clampers also use DVLA to get owners addresses.
