Do they really have two brake lights on each side? Most have one brake light and one driving light on each side. Driving lights are 5 watt bulbs, brake lights (and reverse lights and indicators) are 21 watt bulbs. They may require dual filament bulbs where brake lights and driving lights are combined. But the problem is more likely to be a wiring fault. Probably the sockets and plugs aren't connecting properly.
