Rover 25 Air Conditioning

When I select the air conditioning, the revs momentarily jump up to about 1100 (idle) and returns to 850. The airconditioning light remains on, but the air is not cool - any ideas?

The Revs fluctuation is normal, Could need recharging, when was it last done?
