hi i'v been told of a rumour that if u were pulled over by the police and had no paperwork at all that if u were not found after 3 years they could not do u for the offences i'd love to know how true this is out of pure intrest in loopholes

I don't know if it's nationwide yet, but was watching some traffic cop programme the other day, and if you were pulled over and had no docs they could confiscate your car til you showed them the docs, and if it transpired there were no docs they'd crush the car. I know this isn't really an answer to the Q you are asking though!
