In the times when the police used to worry about such things, some thought that 5 was a suitable age, although the parents would be expected to be supervising them on the road. Others thought that children should be on the roads at the age of 9, when they had passed their Cycling Proficiency Test (which is not compulsory and has no legal significance). It really makes no difference though, because the age of criminal responsibility is 10 and it is most unusual for action to be taken before the age of 14. I suppose, therefore, that 14 would be a reasonably correct answer to your question.
