Sending Driving test forms

Hi,
I passed my test in april 2004. I could not find my test papers for a long time after that. I managed to find them and send them to dvla. Unfortunatly i did not realise it was a month over the 2 year limit. I was asked by the agent at the dvla if an electronic or any documentation had been sent through. They said no. I now find out that in march 2004 a new system was available for the instructor to send the documentation staight after the test. I was not given that option and now my bad organisational skills have let me down. I'm so anxious about having to re-take my theory and practical driving test. I take it that this is a document and not a refelection on how i drive. The dvla have had my forms since the begining of june. Do I have a leg to stand on. Can I appeal.. ? Thanks in advance
