Ford fiesta - air filter?

Which filter needs changed on a MK4 Fiesta when the air coming into the car seems dusty and it seems as if exhaust fumes are coming straight in?

My husband a mechanic says under the nearside skuttle panel under the windscreen

thanks. I actually replaced that one recently (i just wasn't sure it was the right one).

Does anyone know if there are there any other things that could cause the incoming air not to be particularly 'nice'?
