Brake pads and Brake linings

Are these one and the same thing? If so is it normal for them to smell when braking for some time after they have been newly fitted?

Brake pads are fitted to brake discs (normally on the front wheels) and brake linings, or brake shoes, are fitted to brake drums (normally on the rear wheels). They can smell as the coating is worn away during initial use, it shouldn't last too long though.

Brake linings are a thing of the past really, in past times when most cars were fitted with brake shoes, when they became worn, you would just have a new asbestos composite lining, usually riveted or glued to the shoe, these days the whole shoe is replaced, however some shoes are still relined usually if the shoes are difficult to come by.
