when your brake pads wear down, the fluid in the sytem goes down as well, and the pedal may well need pumping to stop, because there is more room in the system as the brake pistons are up against the pads, once new pads are fitted and the pistons pushed back to accomodate the pads the system fills up again, thats why after the pad wear light came on they should be done within a certain time.
Sounds like a leak in the braking system if you have to pump the brakes - don't take risks with brakes - get the brakes on both axles checked out - the brake warning light ( looks like this ( ! ) ) them will come on if the brake pads are worn ( if this ysytem is fitted) or on all cars if the brake fluid level drops because of either wear or because of a leak - for safteys sake get it checked out.
