Number plates - 5 numbers in silver on a black background

I've seen a handful of cars with these style number plates in recent weeks. What do they mean/who is issued with them? I've had a google and found that cars registered pre-1973 are allowed to have black number plates with silver lettering, but the cars I've seen these number plates on are all new (and it's always five numbers, no letters).

I've just been told they could be Guernsey registration plates. Not the exciting answer I was looking for!
Yes, whoever told you that is right, there are one or two more exiting exceptions though, I have 007 on mine,
