why do SAAB's and Volvo's always have there headlights on? Is it a swedish thing?

it was proved in sweeden that having their headlights on permantley,that it cuts accidents and deaths on their roads

If thats the case then why hasn't all car manufacturers adopted the same thing?
In Sweden all the other manufactures have done the same as Swedish law requires them to do so.
10% of accedents wouldn't have happened if the cars in question had lights on (apparantly) and on the same point 8% of accidents wouldnt happen if the cars windscreen was clean and free from chips,

so is it ok to drive with the headlights on in my Astra during the day time and not get stopped by the police?
Yeah, they will just assume it is a volvo model they havent seen before !
