Unusual number plate
I recently overtook a vehicle with the number plate which read LONDON. Does anyone know if this is a legal registration?

so I doubt it's that

I hope the email reply system still gets this alerted. Any plate which is all letters is a foreign custom plate, some allow free rein like America, which have the familiar small plates, and Sweden which are like UK but white both ends, and others let the second part be created while keeping the local code first as in Poland. Sweden is the likeliest in London but if you can let me know the colour and print format/size that will eliminate many other possibilities.
