Do the police when doing speed checks have to be clearly visible and must they wear hiviz jackets ?

Yes, they have to wear Hi Viz jackets - report them to the Health and Saftey Executive if they don't - get your own back on the B*stards.
They can hide behind a bush if they wanrt to but they must wear the hi viz jacket.

My mate was stopped for speeding by a polceman who stepped out from an island where a crossing was, he was not wearing a hiviz jacket he just looked like someone crossing the road can he appeal against the ticket?

Probably not - Not wearing a Hi Viz jacket doesn't make him not a policeman - he is just voilating Health and Saftey Regs.
