rover 600 sdi

my rover 600 diesel runs ok but will not start on the starter most of the time this is not a fuel problem but somthing inhibiting the starter from spinning and the car will start with a push and the it may start 5 or 6 times ok then the starter will just not spin but all the lights on the dash work ok anyone out there got a suggestionof where to look next , Ihave had the ignition switch appart and all looks good
