Speeding the 14 day Rule

I have just got a registered letter ref a pending prosecution for speeding . The incident happened in Nov 06 but have only just got the Notice is this right taking into account the 14 day rule . If not how do i reply to the notice Many thanks Barry

It will be assumed to have been sent properly unless you can show otherwise. What is the date on the frank or postmark? There is also an exception if reasonable diligence had been used to trace you, and the notice was sent within 14 days of the information becoming available. For example, you may not have notified change of ownership when you bought the vehicle. Action will be barred if it is not commenced within six months from November.
