speed cameras again

We all know that speed cameras are there solely for safety reasons, not as a source of income for the local council.

If we all drove safely and at the correct limit and never caught on camera, subsequently not having to pay the fixed penalty, who would pay for the installation and maintanance of these cameras ?

An increase in Road Tax or Council Tax???

If no-one ever broke the speed limit there would be no need for the cameras, they would be removed so there would be no maintenance to pay.
Isn't that a bit like asking "If nobody broke the law who would pay for the police?" or "If there were no fires who would pay for the fire brigade?"

The answer's the same! we wouldn't need them - we could all go home happy and spend the day watching Hell freeze over
jake, what would be the cost of thawing hell out after it froze?? and who would pay for that ?
