can you tow a trailer if you passed your driving test after 2000

You can but only a very small one.
For anything the size of a car transporter or caravan then you have to pass a test.

Iceman1uk has provided a correct answer but you might need to know the 'cut-off' which applies. The maximum weight of the trailer you can tow is 750kg. Detailed information is here:
