Failing to display a tax disc- Points?

We are having this argument at work. can you get points for failing to display a tax disc on you your lease car, if it taxed but the tax disc has been lost and you are waiting for a duplicate???

You will get a ticket for �failure to display� but you don�t get points just a fixed penalty notice like a parking ticket.

If the car is not taxed you have to pay the fixed penalty and the tax back to when you last had it taxed or when you bought it.
