For more on marking an answer as the "Best Answer", please visit our FAQ.I'm guessing that 'shuffle steering' refers to turning the steering wheel by slipping the steering through you hands in a series of small movements so that both hands remain in the '10 to 2' position at all times.
The opposite of this is turning the steering wheel by keeping your hand in the same place on the wheel which may eventually lead to crossing your hands.
Learner drivers are always taught to use shuffle steering and not to cross their hands.
