Underfloor tank on Piaggio 125 moped

My friends son has a Piaggio 125 scooter, which has some sort of fuel leak. Under the footboard - on the right, I think - is a flat plastic tank connected to the carb by a plastic pipe of about 1cm bore approx. The pipe is as thick as an adult's finger.

What is this tank for? There's no obvious way I for fluid to be pumped up to the carb, so presume it's something to do with overflow or emissions or something. Any ideas anyone?
