parking on the highway

On my deeds I own the freehold of the highway outside my property to the mid point in the road (moiety). I understand the highway authority maintains the surface of the road and the public has the right to drive over it. Now the council intends to introduce a pay and display parking scheme along the road and I wonder:- (1) can the council do this without my permission? and (2) can I park on my own land without time limits and without having to pay? Advice appreciated

if the highway maintain the road then it is adopted. That means the local authority have ownership of the road and the responsibility of maintaining it.
so 1) yes, 2) it's unlikely to still be your land, it probably was originally before the road was adopted.

If you are refering to "Deeds" as in the original documents for the house then they have almost certainly been superceded by the land registry entry and represent no more than a historical curiosity. You can check the land registry for your house here for �3:
