Double Yellow Lines

I received a pcn from my local council for parking on double yellow lines which were not clearly painted and had no sign plate showing waiting restrictions. I appealed and was told that 'with effect from January 2003 councils are not required to errect a sign plate to accompany the waiting restriction'. Can anyone confirm this for me?

Highway Code para 238:

Double yellow lines indicate a prohibition of waiting at any time even if there are no upright signs.

Page 115 of the latest edition shows a picture of double yellow lines with no accompanying plate.

...though they have to be clearly painted with no breaks in them and completed with a joining bar at each end. If not you can appeal against the ticket.
