I dare say it could be done, but it is not done as a matter of routine.
Identifying a vehicle and its registered keeper by means of a photograph is simnply a matter of referring to the DVLA databse. Identifying the driver to establish if that person was insured to drive would be more problematical because, unless the driver had a criminal record, his photograph would not be on file. In any case, even with the new cameras which take pictures head on, identification is still extremely difficult.
Such evidence may well be used if the keeper suggests he cannot remember who was driving, or if it is suspected that the details provided of the driver are false. However, this is very much exceptional.
