I don't think it is possible to find the address of the registered keeper. Following a recent road accident the other driver gave false info. I have tried to find out who owns the vehicle and had no luck at all.

Yes you can - it costs �5 from the DVLA

Anybody can get this information if they have good reason to have it.

Could be more than meets the eye to this.
Maybe Ratface deliberately wishes to promote this information on a public website for some sinister reason.
The explanation as to how this happened is entirely unconvincing.
