The DVLA will you sell you the driver details in certain circumstances, but this is not a justified reason.
You can't get the details unless you can show 'justified cause' which includes:
vehicle abandoned on your property
vehicle causes damage to your property
driver drives off without paying for goods or services
the driver has committed fraud
If you lie on the statement in order to get the details, you could get a very hefty fine

As for ASKMID you have to make a declaration that you own or regularly drive the car so without lying that's out too. It will only tell you if it is currently insured anyway, not to whom.
