Ford Puma heater control blows hot air only

Help, I have a 1997 ford puma which has a fault in hte heater department which I understand is very common. Hot air blows out of the vents no matter what setting the panel is on resulting in having to drive through year with open windows. I have replaced the heater valve itself, did get a new button on the control panel but not convinced by repair cost quotes of �160. Any ideas?

check to see if the cold connection has not come off the heater they used to be lengths of wire
