I believe that it's because the law in Sweden requires lights to be on.

They are called day running lights, as the cars originally came from Sweden where this is normal. We have had Volvos for years, and it's always an advantage to see another car with lights on, as certain colours of car disappear into the background. With lights on you're more likely to be seen by others.

In our older cars we could take a fuse out to stop French drivers in France forever flashing us, but I don't think that can be done in the modern Volvos - unless someone knows different?

These lights, otherwise known as daytime running lights (DRL) will be becoming standard on cars destined for or built in the EU. I don't know the date but I believe that this is a law that will be introduced by the EU in the near future.

Some of the lights are just sidelights that are on all the time, but some manufacturers such as Audi have LEDs on some of their higher end models. This started with the R8, but now the A6 and A4 range have the LEDs whilst lesser models of those ranges and the A3 range have standard bulbs as DRLs.

2007 onwards Porsche models also have LED DRLs in the front bumper. Later VW Phaeton models also use LEDs built into the headlights (although this is not a common car so you won't see many).
