If they have no licence, they are not insured - so who pays for damage to person or property if they are involved in an accident?
Yes. They'd be uninsured for a start.

As the DVLA have all the details of every car and supposedly every driver, surely then know who is insured and who is not. Of course I would report someone I knew who was driving without a license, but why am I paying a phenomenal amount in Road Tax, Fuel Tax, Car Tax etc. etc. surely it is to employ people at the DVLA to do this job for us. Or am I being naive>

Yes the DVLA have records of every driver, but if a person has not got a license they are not a driver so they DVLA wouldn't know anything about them

in answer to ummmms Q, yes I would.
I think it would depend how much I liked them. If I didn't like them, I'd report them. If it was a friend, then I probably wouldn't report them, but I'd give them a piece of my mind and would be full of 'I told you so's' if they got caught.

I have 3 children and I know the person is driving using her dead sisters license.

Yes. No licence - no insurance - not funny.
Of course. Nobody would want to discover they or a family member was being treated by an untrained and unlicenced doctor or flown in an aircraft by an untrained and unlicenced pilot. Such individuals would rightly be considered criminals who should spend a long time in jail. It's the same with someone who has never been trained or licenced to drive a vehicle. They are criminals who are just as likely to kill someone and it would be indicriminate - a elderly couple, a child on the way home from school etc.

The maximum penalty for driving without a licence is a fine of �1,000, and magistrates' sentencing guidelines suggest a starting point of half a week's net income.

She's a rubbish driver and nearly crashed into trying to turn her around.

You can get insurance without a license. Many don't check.

Just to add Ummmm, don't think you are a Bsd for doing what any other person would do, she must be some Fkg person doing that she, cannot think a lot of her sister can she.
no question this person is a danger , and should be taken off the road asap you can do it by telephone onthe crime line without having to give your name
