As a rule, UK courts will not give anyone access to court records except (reluctantly) for cases the enquirer has been involved in, yet the records are sold wholesale to credit rating agencies whose existence depends on selling them piecemeal to anyone who is willing to pay. Apart from the owner of a vehicle (or keeper) and often anyone using it, who other than the DVLA has access to the test records ? I am thinking of validity, dates, passes, failures, etc.

you can get the mot info, as long as you have the V5 document from www.motinfo.org.uk

That is, the keeper/owner or anyone with routine access to the vehicle (see the question), but who else - anyone ?
