if someone has permission to drive your car are you legally required to ensure they have the correct insurance ? thanks .

Someone can only have your permission to drive your car. They don't automatically get it by being insured to drive any car. I would think that it'd definitely be in your best interest to make sure thay have the relevant insurance before letting them drive your car. If in doubt, just don't let them drive it..

my partner let someone at work drive his car and he got a speeding ticket. he is now worried that he will be prosecuted for not checking he had insurance in his own right .
Yes, you must check that the driver to whom you give permission is insured. Failure to do so renders you liable to prosecution for allowing unisured driving. The penalties are the same as for driving uninsured.

If the speeding offence was detected by camera enquiries about insurance are unlikely.
