There are some variations on cambelt changing. Some are 48,000 miles (older Rovers, Austins etc); 60,000 miles (most Honda's); 72,000 miles (PSA diesels); 96,000 miles (most new Rovers, V6 Honda's etc.).
Is your 406 a diesel? Rover 218s used to have the PSA (Peugeot) diesel engine and they were replaced at 72,000 miles.
However, it would be worth inspecting the belt for physical wear, and also oil/coolant contamination. This can cause the belt to rot.
