Can anyone enlighten me on these two questions please:-
1. Is it possible to remove the brake burn off alloys (without damaging the surface) and if so with what?
2. Can you cut through a seat belt or am I mis-remembering that they are reinforced to prevent damage?

Are you sure of this 'brake burn'? I've never heard of it before. Perhaps a brake seized and became so hot that it scorched the wheel, but I can't think of any other scenario where that might occur.
Seat belts can just be cut with a heavy (and sharp!) knife or cutters. Any reason for doing that?
