My new car costs 12,000 in Italy but 10,000 in Bulgary. Is it legal to buy from an other country? Is there any taxes? customs?

Imports of passenger vehicles into the EU are typically subject ot 10% custom duty and national VAT (UK is 17.5%) on the price paid plus insurance and freight to the point it crossed the EU border.  The VAT value is the customs value plus the customs duty.  Given VAT rates round the EU, it appears it is cheaper to buy in Italy
