And you get strange dusty crud all over it.

I notice it can obscure your plates pretty well too. Do the police go nuts over this? Cos the speed cameras aint gonna getcha.

You'll probably find this is the salt that is put on the road which then gets transmitted on to your car via spray from other vehicles when the road becomes damp/wet.  And yes the Police can and do stop you if you No plates are not visible.  They can also stop you if you dont clean all your car windows from ice and snow before driving.  They have also stopped people in my area if they were driving with lots of snow on the roof of their cars as it can got blown off in big lumps and cause hiderance to other road users.  
It is illegal to drive a car on a public road with obscured number plates and without a clear windscreen (in the wiper area).
