Just got my licence back with a DR10 code on it, from what i can see you cannot hire a car with a DR10 on your licence, this will also affect me for car hire on holiday abroad too?

yes It will, in the EU anyway.
You CAN hire cars in the UK and EU with a DR adorning your licence, but you will need to arrange your own insurance!

Some companies won't touch you, but many smaller ones aren't bothered as long as you turn up with a valid insurance certificate.

Try asking a few companies.
I've hired cars in France while I had a DR10 on my licence. They never mentioned it and I didn't have to take out my own insurance.
