we have a shared drive with parking at the end of the drive our neighbours now insist on parking in the driveway blocking my car in also he is parking across my access to my door preventing us leaving our property safely and when asked to move is abusive. We are owner occupiers and neighbour is a council tenant we are pensioners my wife is blind and i have heart condition.
He insists he has evry right to park in the drive. He is also telling visitors to his house to park in the drive and to leave their car there when they go out. What rights do we have as the council have told us its nothing to do with them but i was of the understanding that as they are council tenants then they are responsible for there tenants.

The council washing their hands of the matter seems strange too. If the council own the property I'd have thought they were responsible for any blockage. You may need a solicitor to write a letter ?

There are many shared drives in the area I live. It put me off a bit, but I may have 'bitten the bullet' and gone for such a property had one with its own space not been available. (Higher price/larger mortage, but hopefully it'll have retained value when sold; and no chance of such a dispute.) I think the shared drive design is a very flawed design. A property should have its own boundaries not some kind of grey area between them.
