Light on bikes

Is it an offence or just stupidity to ride bicycles in the dark without lights? I have just come across two young boys on my way home on a very dark country road without lights and only just saw them. I did have a word, but they just didn't seem to see how dangerous it was, and why are their parents letting them do this?

The Road Vehicle Lighting Regulations 1989 (as amended) require the use of lights on bicycles between sunset and sunrise:

"At night your cycle MUST have white front and red rear lights lit. It MUST also be fitted with a red rear reflector (and amber pedal reflectors, if manufactured after 1/10/85). White front reflectors and spoke reflectors will also help you to be seen. Flashing lights are permitted but it is recommended that cyclists who are riding in areas without street lighting use a steady front lamp. !"

because their parents are idiots. when i bought my son a bike to use on the road, i bought a helmet, lights, a lock, a repair kit and spiffing rucksack to use. he didn't make it out the front door unless he was suitably adorned....however i could not be responsible for him after that. kids sometimes just don't think....either that or they reckon they are invincible.
