Speed Limit

I know that 30mph is a legal limit where specified but is 20mph a llegal limit or a local law only which cannot be legally enforced. I must add that I agree with 20 but is exceeding this breaking the law?

It is a legal limit.....and so it should be. In fact, we could learn from the States where schools have such a limit at drop and pick-up time, double the fine for breaking at and you will be done at 21mph. Hospitals too have the same restriction - when the lights are flashing.
