Suspected mot fraud

there is a van parked on the road outside our flats it is never moved and is used as storage for a fruit and veg shop. For over a year it has had both headlights smashed yet has recently been taxed again from March for another year. Presumably they must have been issued with a mot without work been carried out as the damage is over a year old. I also have some concerns as to wether the vehicle is still road worthy. could you give me some advice as to what i can do.

report it to the council.
If the headlights are smashed it is not roadworthy, even if it has a current mot. I dont think the council can remove it if it is taxed. The new electronic mot system means you cannot tax a car that is not mot'd so I would talk to the fuzz who will be able to check whether it is street legal. The other issue you might be able to exploit is - is it insured?
As Johnny 37 says let Mr plod no they will do something about it, any complaint has to be investigated
